These people seem more like street attractions; they’re surely not really dangerous. The real dangerous people are the “fashionable non-conformists”, I’d imagine.
Lannister, if I had any faith in his wit, I’d suggest that the witch costume is a smart reference to the common criticisms levelled at McCarthy’s “witch hunts” - but I’m more inclined to believe he’s just insane.
